Henrique Costabile es el presidente del Serpro, servicio de
procesamiento de datos del gobierno federal. En las horas libres hace de profesor
Pardal. Cuando visitó una fábrica
de cocinas, realizó varias observaciones:
los artículos deberían tener reguladores de altura compatibles con la de
los usuarios; la llama del gas tenía que poder disponer de un sistema de apagado
automático, caso que recalentara; los mangos de las cacerolas debían de ser
dispuestos para dentro de la cocina de manera de evitar caídas de las mismas y,
por consiguiente, evitar accidentes, etc.
En poco tiempo se triplicó la venta del
producto.
Costabile me llamó poderosamente la atención por un detalle: somos todos, ciudadanos y ciudadanas,
ministros desde el momento en que nacemos hasta la muerte. Por otro lado, las dos puntas, las del
nacimiento y de la muerte comienzan y terminan en el Ministerio de Justicia
. Es allí donde van a parar
nuestros certificados de nacimiento y de defunción. (Es preciso recordar que de los tres
millones de niños que nacen anualmente en Brasil, 1 millón no es registrado
–problema que el gobierno federal enfrenta con resolución, comenzando por la
campaña de registro gratuito promovida por el programa Fome Zero, conjuntamente
con la Secretaría Especial de Derechos Humanos y la Asociación para el Registro de Personas Naturales).
Del Ministerio de Justicia pasamos al de la Salud cuando nos
vacunamos. Inmediatamente vamos al de Educación, cuando ingresamos a la escuela
y, después, al de Trabajo, al conseguir trabajo. Si el trabajo nos asegura una renta,
quedamos sujetos al Ministerio de Hacienda y, al garantizar la jubilación, al
Ministerio de Previsión Social. Los
hombres, al cumplir los 18 años, son obligados a comparecer a una unidad del
Ministerio de Defensa para inscribirse en el servicio militar. Al conducir un vehículo, quedamos
sujetos al Ministerio de las Ciudades.
En nuestras horas de diversión realizamos actividades relacionadas con el
Ministerio de Turismo y con el Ministerio de los
Deportes.
No tenemos como dejar de ser ministros a lo largo de nuestras
vidas. Los ministerios no aceptan
disculpas cuando se trata de cumplir con nuestros deberes, como el de pagar
impuestos, respetar la ley, no infligir las reglas del tránsito, etc. Pero cuando se trata de recibir sus
derechos el ciudadano no siempre queda satisfecho. La burocracia se traba, las
informaciones demoran, el beneficio tarda.
Es con la finalidad de superar esta contradicción que Serpro está
proponiendo su Proyecto Línea de Vida.
Gracias a los recursos de la informática, el mismo tiene por objeto
integrar todos los servicios públicos existentes, a través de terminales de
computadoras disponibles para el público en todas las unidades del gobierno
federal, puestos de salud, agencias de correos, de la Caja Económica Federal,
del Bando do Brasil, de las instalaciones militares, las estaciones de servicio
de la Petrobrás.
La
Línea de la Vida utilizaría un índice NIS –Número de Identificación Social-
actualmente ya controlado a través del PIS, Pasep, el Seguro de Desempleo, la
Bolsa de la Familia, etc. Con ese
número y una seña, cada persona accedería a su caja postal electrónica por vía
del nis@brasildetodos.gov.br. La caja estaría libre de spams y
funcionaría como dirección virtual de cada ciudadano. Al abrirla, el usuaria accedería a todos
los mensajes que el gobierno le envíe.
Habría también un portal de internes a través del cual accedería a otras
informaciones de los diversos servicios del gobierno: la agricultura familiar, previsión
social, programas sociales, derechos de los adultos mayores, estatuto de la
niñez y del adolescente, represión de la prostitución infantil,
etc.
Para quien no dispone de computadora, accedería por teléfono,
inclusive a través de un teléfono público ya que alcanzaría con discar un número
de tres dígitos, como el 190 de la policía y, en seguida, su número y seña. De este modo la persona entraría en su caja personalizada y
obtendría, por ejemplo, la respuesta a una consulta realizada al Ministerio de
Agricultura.
Supongamos que José da Silva fue despedido. Al darlo de baja, el patrón envía la
información al Ministerio de Trabajo que, por su vez, lo remite a la caja postal
del demitido, anexando las orientaciones de como el podrá recibir el seguro de
desempleo, procurar trabajo o hacer un curso de cualificación profesional. El mismo ministerio, en posesión de la
información sobre José da Silva, podría incluirlo en el Sistema Nacional de
Empleo y le comunicaría, en caso de tener un ingreso que esté por debajo de la
línea de pobreza, como tener acceso a la Bolsa
Familia.
En el océano de la informática, la gota de agua de José da Silva
por la pérdida de empleo, modificaría inmediatamente los índices nacionales de
empleados y desempleados, el ramo de producción que sufrió la caída de mano de
obra, etc. Todo quedaría
interconectado.
Para un considerable grupo de la población, el gobierno ni
precisaría emitir tarjetas.
Bastaría participar de sectores de servicio que ya lo hacen: bancos, empresas de tarjetas de crédito,
supermercados, cadenas de tiendas, clubes de consumo, etc. Un pequeño logotipo del gobierno federal
indicaría que en esa tarjeta también está grabado el NIS de los ciudadanos. Y los bancos y establecimientos
comerciales aceptarían esta tarjeta para pagar beneficios sociales,
contribuyendo así al derecho de la ciudadanía.
El Proyecto Línea de Vida tiene la ventaja de desburocratizar la
máquina del estado, evitar papeles, reducir los lobbies sobre el gobierno. Toda persona sería atendida por igual,
independientemente de sus condición social o nivel cultural.

Enrique Constabile is president of Serpro, the

until death. One the other hand,
those two points, that of birth and that of death begin and end at theMinistry
of Justice. Our birth and death
certificates end up there. (We
should be mindful that of the 3 million children born annually in Brazil, one
million is not registered – a problem that the federal govenment is tackling
with firmness, beginning with the free registry campaign promoted by the Fome
Zero, together with the Special Secretariat of Human Rights and the Association
for the Registering of Natural People.
From the Ministry of Justice we pass
on to that of Health when we are vaccinated and immediately to that of
Eduacation when we start school and, afterwards, to that of Labour when we get
work. If the work ensures us a
wage, then we are subject to the Ministry of Economy and, by ensuring a pension,
to the Ministry of Social Welfare.
All men, when they become 18 years of age, are obliged to present
themselves to the Ministry of Defense for military service. And if we drive a vehicle, we become
subject to the Ministry of Cities.
In our moments of leisure, our activities are related to the Ministry of
Tourism and to the Ministry of Sports.
There is no way we can stop being ministers
during our lives. Ministers don´t
accept escuses when its a question of fulfilling our duties, like paying taxes,
respecting the law, not breaking the rules of the road, etc. But when he tries to claim his rights,
the citizen isn´t always satisfied.
Burocracy gets bogged-down, information is not forthcoming and the
benefits are delayed.
It is to overcome this contradiction that Serpo
is proposing its Life Line project.
Thanks to the information resources now available, the proyect aims to
integrate all the existing public services, through computer terminals available
to the public in all units of the federal govenment, salitary posts, post
offices, the Federal Economic Savings, the Bank of Brazil, military
installations and the Petrobrás service
stations.
The Life Line will use a sign NIS – Social Identificacion Number –
actually controlled by PIS, Pasep, the Unemployment Security, the family “bolsa”
etc. With this number and a code,
each person can have access to his electronic post box, through nis@brasildetodos.gov.br. The box will be
free of spams and will function as a virtual address for every citizen. On opening it, the user can have access
to all the messages that the government sends him. There will also be an internet entrance
through which he can have access to other information on different govenment
services: family agriculture, social benefits, social programmes, senior
citizens´ rights, the statutes for children and adolescents, the repression of
child prostitution, etc.
Those who do not have the use of a
computer can access by telephone, including public telephone, by dialing a three
digit number, like 190 for the police, and immediately their number and
code. In this way, a person can
enter his personalized box and get, for example, a reply to a consultation made
at the Ministry pf Agriculture.
Supposing that José da Silva is fired. On letting him go, his employer sends
the information to the Ministry of Work who, in turn, sends it to the post box
of the dismissed person, annexing the orientations on how he can receive
unemployment benefits, find work or do a professisonal qualification
course. The same ministry, in
possession of the information on José da Silva, could include him in the
National Employment System and inform him, if it were the case that his income
put him below the poverty line, how to have access to the Family “Bolsa”.
In this information ocean, a drop of water – José
da Silva losing his job – would modily immediately the national indices on
employed and unemployed, the production
branch that suffered the loss of manpower, etc. Everything would be
interconnected.
For a considerable group of the population, the
government would not even have to produce cards. The participation of service sectors
already using cards would be sufficient: banks, companies using credit cards,
supermarkets, chains of shops, consumer clubs, etc. A small federal government logotype
would indicate that this card also included the NIS of the citizens. And banks and comercial establishments
would accept this card to pay social benefits, thus contributing to the right of
the citizens.
The Life Line Project has the advantage of freeing the government machine of
burocracy, avoiding paperwork and reducing the lobbyying of government. Every person would be equally attended
to, independent of his social condition or cultural
level.
