Introducción
La
Familia Dominicana está representada en las Naciones Unida por dos ONG:
Dominicos por la Justicia y la Paz, en Ginebra, y la Dominican Leadership
Conference (DLC), en Nueva York. En 2002, las Naciones Unidas
concedió a ambas organizaciones la condición del ECOSOC de entidades de
carácter consultivo especial y actualmente colaboran en diversas maneras. La
representante en Nueva York es Eileen Gannon OP y el representante en Ginebra
es Philippe LeBlanc OP.
I. Dominicos
por la Justicia y la Paz, en Ginebra
La ONG
Dominicos por la Justicia y la Paz fue establecida en 1998 por la Comisión
Internacional de Justicia y Paz de la Orden y sus estatutos fueron aprobados
por el Consejo General de Ia Orden ese mismo afio.
Objetivos de Dominicos por Ia Justicia y la Paz
Los
objetivos generales de Dominicos por la Justicia y la Paz son prestar
asistencia a la labor y actividades de la Comisión Internacional de Justicia y
Paz de la Orden de Predicadores en las Naciones Unidas y otras organizaciones
internacionales, así como promover la capacitación y formación y otras
actividades en materia de justicia y paz.
La finalidad de su presencia en
Ginebra es:
-
servir para dar testimonio del
mensaje evangélico en las fronteras;
-
decir
la verdad a la comunidad mundial y participar en el diálogo actual sobre la
justicia social y los derechos humanos;
-
proporcionar
un foro internacional para los miembros de la Familia Dominicana, activos en el
campo de los derechos humanos y la justicia social a fin de defender Ias
víctimas de las violaciones de los derechos humanos;
-
fomentar
el establecimiento de contactos y la colaboración entre los miembros de la
Familia Dominicana que trabajan en este campo;
-
trabajar
sobre el terreno en colaboración con las ONG, en asociación con Franciscanos
Internacional;
-
responder
a los pedidos de intervención de la comunidad internacional sobre las
cuestiones inherentes a Ia justicia y la paz.
¿Por qué Ginebra?
En
Ginebra se encuentran la sede europea de las Naciones Unidas y tambien sus
principales organismos que se ocupan de la promoción y protección de los
derechos humanos. La primera y más importante en este campo es la Comisión de
las Naciones Unidas de Derechos Humanos, que se reúne anualmente en Ginebra y
es responsable de la labor y los programas de las Naciones Unidas relacionados
con los derechos humanos. Además, en Ginebra también se encuentra la Subcomisión
de Ias Naciones Unidas para la Promoción y la Protección de los Derechos
Humanos, responsable del trabajo sobre el terreno y Ia investigación principal
para los períodos de sesiones de la Comisión de las Naciones Unidas. Asimismo,
hay una serie de órganos creados en virtud de un tratado que celebran con
regularidad reuniones en Ginebra: el Comité de los Derechos del Niño, el Comité
de Derechos Humanos, el Comité de Derechos Económicos, Sociales y Culturales,
el Comité para la Eliminación de la Discriminación Racial y otros.
En
Ginebra también se hallan las sedes de otros organismos humanitarios y
encargados de los derechos humanos: la oficina de Ias Naciones Unidas del Alto
Comisionado para los Derechos Humanos, la oficina de las Naciones Unidas del
Alto Comisionado para los Refugiados, la oficina de las Naciones Unidas de
Coordinación de Asuntos Humanitarios (OCAH); la Organización Internacional del
Trabajo (OIT), el Comité Internacional de la Cruz Roja, la Organización Mundial
de la Salud, el Programa Conjunto de ias Naciones Unidas sobre el SIDA
(ONUSIDA), y la oficina europea del UNICEF.
Criterios para la acción en las Naciones Unidas de Ginebra

El
pedido de hablar sobre determinados temas y situaciones nacionales en las
Naciones Unidas procede de nuestros hermanos y hermanas directamente
involucrados en la lucha para los derechos humanos en sus países.
-
Los
hermanos y hermanas pueden proporcionar información precisa, detallada y bien
fundamentada para las declaraciones orales y escritas, y otras comunicaciones.
-
Los
hermanos y hermanas pueden participar a las reuniones de los organismos de las
Naciones Unidas para dar testimonio y ayudarnos a preparar nuestras
intervenciones.
Actividades en Ginebra
Desde 1995, la organización de los Dominicos por la Justicia y la Paz
ha realizado declaraciones orales y escritas sobre varias situaciones
nacionales y cuestiones temáticas y, en diversas ocasiones, ha organizado y
copatrocinado en Ginebra seminarios públicos sobre temas de gran importancia.
El componente de ayuda de nuestra actividad se propone responder a los pedidos
de nuestros hermanos y hermanas, activos a nivel popular en varios continentes.
Se ha
intervenido con regularidad en reuniones con misiones diplomáticas y ONG a fm
de llamar la atención sobre pedidos de acción urgente o situaciones duraderas
de violaciones de los derechos humanos.

el Pakistán, el Iraq, el Brasil, Vieques, Puerto Rico, México, Papua occidental
y Rwanda/Burundi.

IL Dominican Leadership Conference (DLC)
La aprobación para que la Dominican Leadership Conference
obtuviera reconocimiento ante las Naciones Unidas se otorgó en
octubre de 1997, en la reunión anual de la Dominican Leadership
Conference. Tras esta aprobación hubo un
extenso período de estudio e investigación.
Objetivos de la Dominican Leadership Conference
Los objetivos generales de la ONG Dominican Leadership Conference
son complementar y apoyar los esfuerzos en favor de la justicia
realizados por la Dominican Leadership Conference
y los Promotores de Justicia de la Familia Dominicana, así como unir
nuestros esfuerzos a los de las Naciones Unidas y otras ONG en la promoción de
un orden mundial justo, pacífico y respetuoso del medio ambiente.
Los
objetivos específicos de la presencia en las Naciones Unidas den Nueva York
son:
- promover
la verdad sobre la base del compromiso evangelico;
- estar
presentes como miembros de la Familia Dominicana de todo el mundo;
- situar el trabajo en favor de lajusticia en
un contexto mundial;
- ayudar, educar y colaborar con los miembros
de la Familia Dominicana y otras organizaciones.
Por qué Nueva York?
En Nueva York
está la sede de las Naciones Unidas, el Consejo de Seguridad, la Asamblea
General, la Comisión de Desarrollo Social, la Comisión de la Condición Jurídica
y Social de la Mujer y !a Comisión sobre I Desarrollo Sostenible. El Consejo
Económico y Social, que celebra su periodo de sesiones sustantivo anual en
Ginebra y Nueva York, recibe los informes de esas
comisiones así como de la Comisión de Derechos Humanos. La Asam blea General recibe los proyectos de propuestas
del ECOSOC y de los Comités de la Asamblea General, la Corte Internacional de
Justicia y la Comisión de Energía Atómica. Los comités de las ONG relacionados
con el trabajo del Consejo de Seguridad y Ias comisiones de la Asamblea General
se reúnen en Nueva York. La Asamblea General se reúne de Septiembre a Junio; el
Consejo de Seguridad trata de asuntos de paz y seguridad cuando oportuno. Además , la
Oficina para la Financiación del Desarrollo, la Oficina de Asuntos de Desarme,
el UNICEF y el Programa de las Naciones Unidas para el Medio Ambiente (PNUMA)
cuentan con una presencia importante een Ias Naciones Unidas de Nueva York.

Actividades en Nueva York
En 1998, la Dominican Leadership
Conference (DLC) recibió reconocimiento de
Departamento de Información Pública (DIP) y, en junio de 2002, del Consejo
Económico y Social (ECOSOC). El reconocimiento del DIP exige que mantengamos
una presencia en las Naciones Unidas, participemos a las reuniones de
orientación y que compartamos la información con nuestro electorado. En estos
años, hemos sido miembros sin derecho a voto en varios comités relacionados con
nuestros criterios para la acción. .
Este afño,
la DLC es miembro pleno en la Comisión de Desarrollo Social, la Comisión de la
Condición Junrica y Social de la Mujer y la Comisión
sobre el Desarrollo Sostenible y en tres grupos de trabajo: Iraq,
Israel/Palestina y VIH/SIDA. Como miembro activo de esos comités y grupos de
trabajo, nos hemos unido a otras ONG para presentar dclaraciones
escritas sobre el tráfico de personas; la función de la asociación en el
desarrollo social; el impacto de las estrategias de empleo sobre el desarrollo
social; y el papel del sector privado. .También se presentó una declaración
acerca de la asociación a la Comisión sobre el Desarrollo Sostenible. ~
Los miembros del Grupo de Trabajo
sobre el Iraq celebraron una serie de reuniones con
las delegaciones de los países representados en el Consejo de Seguridad. La
interacción continua con los miembros de las misiones
de las Naciones Unidas y de otros organismos y ONG se concentran en los temas
designados por los criterios para la acci6n.

on the Dominican Family at the
United Nations
and ongoing collaboration
between the Geneva and New
York Offices at the UN
Introduction
The
Dominican Family is represented at the United Nations by two non-governmental
organizations (NGOs): Dominicans for Justice and Peace in Geneva and Dominican Leadership Conference
(DLC) in New York. Both organizations were granted ECOSOC Special Consultative
Status at the UN in 2002 and continue to collaborate together in different
ways. The representative in New York is Eileen Gannon OP and the representative
in Geneva is Philippe LeBlanc OP.
I. Dominicans for Justice and Peace, in Geneva
The
non-governmental organization (NGO), Dominicans for Justice and Peace was
created in 1998 by the International Commission on Justice and Peace of the Order
and its statutes were approved by the General Council of the Order in the same
year.
Objectives of Dominicans for Justice and Peace
The
general objectives of Dominicans for Justice and Peace are to support the work
and activities of the International Commission of Justice and Peace of the
Order of Preachers at the United Nations and in other international
organizations as well as promoting training and education and other activities
in Justice and Peace.
The purpose of the presence
in Geneva is:
-
to serve as a place to give witness to the Gospel message at the frontiers,
-
to speak truth to the world community and to participate in the ongoing
discourse on social justice and human rights;
-
to provide an international forum for members of the Dominican family who are
active in the field of human rights and social justice to advocate on behalf of
victims of human rights violations;
-
to promote networking and collaboration between members of the Dominican Family
working in this area;
-
to work collaboratively with NGOs in the field, in partnership with Franciscans
International;
-
to respond to the requests from the international community for interventions
on the part of the Family on issues of justice and peace.
Why Geneva?
Geneva
is the European Headquarters of the United Nations as well as the location of
the main UN bodies concerned with the promotion and protection of human rights.
First and foremost in this domain is the UN Commission on Human Rights which
meets annually in Geneva and is responsible for the United Nations action and
programs in human rights. Additionally, located in Geneva is the UN
Sub-Commission on Promotion and Protection of Human Rights which does the
ground work and major research in preparation for the sessions of the UN
Commission. There is as well a number of treaty bodies that have regular
meetings in Geneva: the Committee on the Rights of the Child, the Human Rights
Committee, the Economic, Social and Cultural Rights Committee, the Committee on
the Elimination of Racial Discrimination and others.
Geneva
is also the headquarters of other human rights and humanitarian bodies: the
Office of the UN High Commissioner for Human Rights, the Office of the UN High
Commissioner for Refugees, the United Nations Office for the Coordination of
Humanitarian Affairs (OCHA), the International Labor Organization (ILO), the
International Committee of the Red Cross, the World Health Organization,
UNAIDS, and the European Office of UNICEF.
Criteria for action at the UN in Geneva

The
request for raising country situations and thematic issues at the UN comes from
our brothers and sisters who are involved directly in the struggle for human
rights in the field, in their countries.

Brothers
and sisters are able to provide accurate, detailed and well-grounded
information for oral or written statements, and other communications.
·
Brothers
and sisters are able to attend and participate in meetings of the UN bodies to
give testimonies and to assist us in elaborating the statements.
Activities in Geneva
Since
1997, Dominicans for Justice and Peace has made oral and written statements on
country situations and thematic issues as well as organized or co-sponsored at
various times public seminars on major issues, in Geneva. The advocacy component of
our activity is in response to requests from our brothers and sister who are
active at the grassroots levels in various countries.
Regular
interventions are made in meetings with diplomatic missions and NGOs to bring
to their attention either urgent action request or long-standing situations of
human rights violations.

II. Dominican Leadership Conference (DLC)
Approval
for the Dominican Leadership Conference to obtain accreditation with the United
Nations was given in October 1997 at the Annual meeting of the Dominican
Leadership Conference. The approval followed an extensive period of study and
research

The
general objectives of the Dominican Leadership Conference NGO are to complement
and support the efforts for justice by the DLC and the Promoters for Justice of
the Dominican Family and to join our efforts to those at the United Nations and
other non-governmental Organizations in shaping a world order that is just,
peaceful and in harmony with the natural world.
The
specific purpose of the presence at UN/NY is:
-
to speak truth based on a commitment to the gospel
-
to be present as members of the world-wide Dominican Family
-
to situate the work for justice in a global context
-
to support, educate and collaborate with members of the Dominican Family and
other organizations
Why New York?
New
York is the Headquarters for the United Nations and the location of the
Security Council, the General Assembly, and the Commissions for Social
Development, the Status of Women and Sustainable Development. The Economic and
Social Council, which holds its substantive annual session alternately in
Geneva and in New York, receives the reports from these commissions as well as
from the Human Rights Commission. The
General Assembly receives draft proposals from ECOSOC and from GA Committees,
the International Court of Justice and the Atomic Energy Commission. NGO
committees related to the work of the Security Council and the commissions of
the General Assembly meet in New York. The General Assembly is in session from
September through June; the Security Council meets on matters of peace and
security whenever it is appropriate. In
addition, the Office for Financing for Development, the Office of Disarmament
Affairs, UNICEF and UNEP have a major presence UN/NY.

Activities in New York
In
1998, the Dominican Leadership Council (DLC) received status with the
Department of Public Information (DPI and in June 2002 received status with the
Economic and Social Council (ECOSOC). DPI status required that we maintain a
presence at the UN, attend information briefings and that we share the
information with our constituencies During these years, we were non-voting
members of a number of committees related to our criteria for action.
This
year, the DLC holds full membership on the Social Development Committee, the
Committee on the Status of Women, the Committee on Sustainable Development and
on three Working Groups: Iraq, Israel/Palestine and HIVAIDS. As active members of these committees and
working groups, we have joined with other NGOs to submit written statements on
trafficking of persons; the role of partnership in Social Development; the
Impact of employment strategies on Social Development, and the role of the private sector. A statement on partnerships was also
submitted to the Commission on Sustainable Development.
The
members of the Working Group on Iraq have had a number of meetings with
delegations of those countries represented on the Security Council. Regular
interaction with members of the UN missions, agencies and other NGO focuses on
the areas designated by the criteria for action.
