Centro Internacional de Investigaciones para el Desarrollo, Unidad de

La Unidad de Género (GU) http://www.idrc.ca/gender/ y la Oficina Regional
para América Latina y el Caribe (LACRO) del IDRC http://www.idrc.ca/lacro/
buscan la postulación de graduados(as) calificados(as) para una Beca de
Desarrollo Profesional a ser iniciada en abril de 2005.
El/La Investigador(a) Asociado(a), trabajando en LACRO, asistirá a la
Coordinadora de la Unidad de Género y al Director Regional en la
preparación de la tercera fase del Concurso de Investigación de la GU
sobre Género y Descentralización a realizarse en América Latina y el
Caribe.
Esto implicará la investigación y redacción de un informe de antecedentes
temáticos, asesorando al IDRC en los temas clave para el concurso, así
como en los posibles retornos de su gestión. Asimismo, el/la
Investigador(a) Asociado(a) deberá intervenir en el análisis comparativo
sobre género y descentralización, utilizando los hallazgos de
investigaciones anteriores provenientes de la Fase I (en África
Subsahariana).
En segundo lugar, el/la Investigador(a) Asociado(a) ayudará a LACRO y la
GU en la elaboración del programa de género en la región, centrándose en
particular en las cuestiones de justicia de género, ciudadanía, gobernanza
y la integración de la perspectiva de género en el conjunto de las
políticas. Otras tareas consistirán en la asistencia en el desarrollo de
proyectos y la cooperación en cuestiones de género en la región.
Por último, el/la Investigador(a) Asociado(a) deberá prestar asistencia en
el conjunto del trabajo de la Unidad de Género y LACRO, lo cual podrá
incluir, sin limitarse a ello: la participación en reuniones de equipo;
tareas de investigación para encontrar, revisar y sintetizar material
pertinente; preparación de revisiones actualizadas; preparación de
correspondencia; redacción y edición de distintos documentos; enlace con
otras áreas del Centro; y ayuda en la organización de reuniones, talleres
y seminarios, preparativos para visitantes y la confección de actas e
informes.
Podrán aspirar al cargo ciudadanos(as) (y residentes permanentes) de
Canadá y los países de América Latina y el Caribe. Los/Las postulantes
deberán haber completado recientemente o estar realizando un programa de
doctorado, con cursos terminados, en alguna disciplina de ciencias
sociales. Y deberán poseer conocimiento y experiencia en cuestiones de
desarrollo, género y gobernanza/ciudadanía e, idealmente, haber dirigido
trabajos de
descentralización en países en desarrollo. El cargo requiere manejo fluido
del inglés y del español o el portugués, y el francés será valorado
positivamente. Se dará preferencia a personas con experiencia de trabajo
en países en desarrollo. La persona elegida para el cargo debe estar
dispuesta a viajar internacionalmente.
La duración de la beca es de un año. La remuneración para el/la becario(a)
varía entre CA$ 42.620 y CA$ 44.751, dependiendo de las calificaciones
académicas y de la experiencia.

Professional Development Award (Research Associate)

for Latin America and the Caribbean (LACRO) of IDRC
http://www.idrc.ca/lacro/ seek applications from qualified graduates for
a Professional Development Award beginning in April 2005.
The Research Associate, based in LACRO, will assist the Gender Unit
Coordinator and the Regional Director in the preparation of the third
phase of the Gender and Decentralization GU Research Competition on
Gender and Decentralization, to take place in Latin America and the
Caribbean.
This will involve researching and writing a background issues paper,
advising IDRC on key themes for the competition, as well as on possible
devolution of its management. Further, the Research Associate will be
involved in facilitating comparative work on gender and decentralization,
using early research findings emerging from Phase I (in Sub-Saharan
Africa).
Secondly, the Research Associate will assist LACRO and the GU in program
development on gender in the region, particularly focusing on questions of
gender justice, citizenship, governance, and gender mainstreaming. Other
duties will involve assisting with project and partnership development on
gender in the region.
Finally, the Research Associate will be called upon to assist with the
overall work of the Gender Unit and of LACRO, which could include but is
not limited to: participation in team meetings; research tasks to locate,
review and synthesize relevant material; preparation of state of the art
reviews; preparation of correspondence; writing and editing of various
documents; liaison with other parts of the Centre; and assistance with the
organization of meetings, workshops and seminars, arrangements for
visitors and the preparation of minutes and reports.
This position is open to citizens (and permanent residents) of Canada and
of countries of Latin America and the Caribbean. Applicants should have
recently completed their PhD or be enrolled in a PhD program, with course
work completed, in a social science discipline. They should have knowledge
and experience in the fields of development, gender and
governance/citizenship, and ideally have conducted work on
decentralization reforms in developing countries. The position requires
fluency in English and in either Spanish or Portuguese, with French as an
asset. Working experience in developing countries is preferred. The
position will require the selected candidate to travel internationally.
The duration of the award is one year. Stipend is in the range of $42,620
to $44,751, depending on academic qualifications and experience.
