Bueno, creo que para darle más respaldo, podemos contribuir todos un
poco. Yo no estoy inmerso en la actividad universitaria por el momento,
y sà me identifico con el grupo de usuarios. Si de algo sirve, va una
idea, a modo de grano de arena, para la respuesta. La respuesta está
abierta a toda corrección, especialmente la peluda-filosófica parte del
principio, que puede ser más discutible. De todas maneras, creo que
deberÃamos dar una repsueta cuanto antes a Andreas, si no esta, alguna
otra, considerando su atención y la oportunidad de llamar la atención de
las nuevas autoridades. Yo no encontré más que este párrafo en el plan
del nuevo gobierno.

procesos de formación técnica y tecnológica, incorporando crÃticamente

Lo que sigue es una opinión personal, no representa a las empresas para

Well, as you know, that is an economic term (Wikipedia: Neoliberalism
refers to a political-economic philosophy that de-emphasizes or rejects
government intervention in the domestic economy), mainly addressed to
formulate laws to reconduct the economical behavior. In general terms,
we suppose, this approach implies softening technologies which support
market monopolization and enforcing the non-profit ones. If so,
probably, we think, this may give a strong kick on using free software
at all levels. And if so, lets see the impact.
Free software, by the moment, is being used mainly at Universities, on
government offices, mainly for servers, and on private enterprises. Very
little on school education levels.
And now, raises an important task: The implementation of the
"Information Technologies And Communication National Strategy for
Development" (Estrategia Nacional de TecnologÃas de Información y
Comunicación Para el Desarrollo, not yet approved by the new
administration). This policy, developed by last three governments,
proposes to make the most of people to be inserted on the informatic
society. In other words, to communicate all the country (In this moment,
only 30% of cities and communities has access to the Internet, and only
a little percentage of people inthat places use the computer).
So, the policies are to make the informatic services to grow on this
country. The opportunity for free software is really huge. More over, if
you consider our fragile economic structure.
The risks are also big. As a third-world-named country, is very easy for
powerful countries to make donations which imply technical dependency
(example: donations of thousands of -"""free"""- computers destinated to
rural areas. Loaded with paid software). We technicians are making
people to know about this threat. Politics play a fundamental role on
this cases. We expect this new administration to be more transparent on
this issues.
That is what we see on the horizon. Anyway (independently of economical
policies), the free software movement has been growing. We have great
professionals and free software technicians. A lot of us are plenty
identified with software freedom.
With this new administration, we are turning to the step where we make
this plans for real. In this context, you can see, the most of needs are
for software oriented to the final user, and for educational purposes.
There is a lot we must do, yet government will be considering hardware
and software aspects on short-term time lapses. Including home/student
users distributions as Ubuntu, where persons like you can give as some
advice.
