ARGENTINA, BRAZIL TO HOLD MEETINGS AHEAD OF SUMMIT

Buenos Aires, Jun 12, 2001 (EFE via COMTEX) -- Days away from a summit of
Mercosur heads of state in Paraguay, the trade bloc's two largest members,
Argentina and Brazil, are set to hold preliminary meetings to iron out
differences and make the summit more effective.

On Wednesday, Argentine Economy Minister Domingo Cavallo travels to Brasilia
to meet with Brazilian counterpart Pedro Malan. And Argentina's foreign
minister, Adalberto Rodriguez Giavarini, will visit Brasilia next Monday to
talk with Brazilian President Fernando Henrique Cardoso and Foreign Minister
Celso Lafer.

Cavallo, whose criticism of Brazil's currency exchange policy angered the
Brazilian government, wants to reach an agreement with Malan on a strategy
to strengthen bilateral integration, his spokesmen told EFE.

Argentina recently rescheduled its debt program through a bond swap, and
Cavallo has spearheaded a fiscal reform plan designed to overcome a
recession that has plagued the South American nation since 1998.

Brazil, meanwhile, is going through an energy crisis that will likely affect
its economic growth this year. And Brazil's currency, the real, has weakened
against the U.S. dollar. Experts say that the devaluation could affect the
nation's partnerships with the other members of Mercosur.

Cavallo is particularly interested in integrating the capital and services
markets, especially the energy sector, which would alleviate the Brazilian
crisis.

Rodriguez Giavarini has said that institutional mechanisms should be created
to strengthen the trade bloc and resolve controversies. He also supported
the need to speed up macroeconomic policy coordination, an initiative that
Mercosur launched in mid-1999.

While addressing a meeting of foreign correspondents in late May, Rodriguez
Giavarini said that coordination "is needed now more than ever" because of
the effects of the devaluation of the real.

The Mercosur summit will be held in Asuncion June 21-22 and will include
President Hugo Chavez, who has asked that Venezuela be permitted to enter
the trade bloc. EFE
